CHANGES IN THE FEDERAL SKILLED WORKER AND CANADIAN EXPERIENCE CLASS CATEGORIES
For those people who would like to apply or have already submitted an application to immigrate to Canada as Federal Skilled Workers (FSW), it is important to note that several changes have been implemented by the current Minister of Immigration. They are as follows:
A) The FSW category has been limited to 20,000 applications per year beginning June 26, 2010. That is, if a person wants to apply, they must be within the first 20,000 applications submitted beginning from this date. (This does not apply where a person has Arranged Employment as per the Immigration and Refugee Protection Act).
B) Also, under the FSW category, the following occupations have been EXCLUDED (unless you have a job offer) for applications submitted on or after June 26, 2010:
Financial Managers
Computer and IT Managers
Managers in Health Care
Accommodation Services Managers
Construction Managers
Auditors and Accountants
Geologists and Geochemists
Mining Engineers
Geological Engineers
Petroleum Engineers
Audiologists and Speech Therapists
Occupational Therapists
Head Nurses and Supervisors
University Professors
College and Vocational Instructors
Contractors and Supervisors, Pipefitting
Contractors and Supervisors, Heavy Construction
Steamfitters, Pipefitters
Supervisors, Mining and Quarrying
Supervisors, Petroleum, Gas and Chemical Processing
However, the following categories of occupations has been ADDED to the FSW categories:
Professional Occupations in Business Services to Management
Insurance Adjusters and Claims Examiners
Biologists and Related Scientists
Construction Managers
Architects
Dentists
Pharmacists
Dental Hygienists and Dental Therapists
Psychologists
Social Workers
Contractors and Supervisors, Mechanic Trades
Drillers and Blasters – Surface Mining, Quarrying and Construction
The following occupations were on the occupation list before and CONTINUE TO REMAIN on the occupation list:
Restaurant and Food Service Managers
Specialist Physicians
General Practitioners and Family Physicians
Physiotherapists
Registered Nurses
Medical Radiation Technologists
Chefs
Cooks
Contractors and Supervisors, Carpentry Trades
Electricians (except Industrial and Power Systems)
Industrial Electricians
Plumbers
Welders and related machine operators
Heavy Duty Equipment Mechanics
Crane Operators
Supervisors, Oil and Gas Drilling and Service
C) Language Testing (IELTS or TEF) must be completed and submitted at Stage One of the FSW process and CEC (Canadian Experience Class) applications starting now. Applications will not be accepted unless the language test is included.
D) The Federal Investor category has been stopped completely for some time and when it is re-implemented, the financial requirements for investors will DOUBLE. (Note that the Quebec investor category has not changed at this time).

The Canadian Government Implements the Canadian Experience Class For Canada’s Foreign Students and Foreign Workers.
A new Permanent Resident category has been created for foreign students and foreign workers in Canada; the requirements to qualify under this category are the following:
You must plan to live outside the province of Quebec.
You must be:
- a temporary foreign worker with at least 2 equivalent years of full-time skilled work experience in Canada, or
- a foreign graduate from a Canadian post-secondary institution with at least 1 equivalent year of full-time skilled work experience in Canada
- You must have gained your experience in Canada with a proper work or study authorization
- You must apply while working in Canada or within 1 year of leaving your job in Canada
